Zelenskyy Taps Oleh Luhovskyi as New Acting Intelligence
Luhovskyi has occupied senior roles within the intelligence apparatus since 2024 and participated as a member of the Ukrainian delegation during negotiations with Russia in Istanbul in May 2025.
The foreign intelligence agency had been under the leadership of Oleh Ivashchenko since March 2024. Luhovskyi served as the first deputy head of the Foreign Intelligence Service since May 2024, working under Ivashchenko.
The appointment follows a significant intelligence leadership reorganization. On Jan. 2 this year, Zelenskyy appointed Ivashchenko as head of the Main Intelligence Directorate (GUR). In this role, Ivashchenko succeeded Kyrylo Budanov, who took over as head of the Presidential Office following the resignation of Andriy Yermak amid a corruption scandal.
The reshuffling marks one of the most extensive overhauls of Ukraine's intelligence architecture since the conflict with Russia began, positioning Luhovskyi—a veteran negotiator with direct experience in diplomatic engagement with Moscow—at the helm of Kyiv's foreign espionage operations during a critical phase of the war.
